Firefox 3.5.6 : I d'nt find the "Tools" / "options" submenu contrary to Windows version

I am not sure that it is a bug ... but
- Contrary to the Firefox 3.5.6 and older versions for Windows (XP, Vista ..),
==> The Firefox 3.5.6 for Ubuntu 9.10 does not show under the "Tools" main menu the "options" submenu which gives acces to :
 "preferences/ privacy / cookies & cache management (view, delete) etc..."

I wonder why these functions do not appear ? or where they are ?
As far as possible, Firefox 3.5.6 should be strictly functionnaly equivalent for all implementations.
