Verify you are in the same directory as the file you downloaded.

I Suspect the issue may relate to
    gpg: gpg-agent is not available in this session
but I think someone with more knowledge of gpg can help you better.

gpg-agent not being available shouldn't be a problem. The key piece of evidence is:
"can't open `UbuntuCodeofConduct-1.1.txt': No such file or directory"
Either you're in the wrong directory, or the file isn't saved as "UbuntuCodeofConduct-1.1.txt".

Please paste the output of:
pwd && ls -m

The output of:
find ~/ ~/*/ -name *onduc*
could also be useful.

Hi I'm stuck signing the code. When copy/paste the asc file generated by the terminal Launchpad gives me "General Error" or "(7, 9, u'No public key')".

Can you help with this problem?
