how to report bugs in launchpad without the source package name

it has been made difficult to report bugs in launchpad.i do not know the package which caused the bug without a package name i couldnt report a bug in launchpad.why it has been made like this?could any body help me report bugs in launchpad?

What exactly is the bug in question?

i tried that but my bug is not related to a single package i think so.my cpu fan speed is not reported in karmic but it worked well in hardy.
