system tools ?

How can I access system tools to do system administration?
The website as follows described something, but I couldn't find System Tools, or Applications:

Hi, click at the icon at top right and click at 'System Settings'. Here is an image:

Or open a terminal and run:
gnome-control-center --overview

Are you in gnome-fallback mode aka Gnome classic then what is unclear in the article?

If you're in Unity session, system settings can be found on top panel right hand corner (tool symbol), which open gnome-control-center. The icon of system-settings is also in the launcher on the left side of screen.
