ubuntu 9.04 dell d-600 ati mobility radeon 9000 bad

I am new to linux. I understand it and am a fairly accomplished windows tech.
My problem is:
Video is slow, jerky and scrolling is just plain bad in basically all uses. Firefox, PDF etc..
I just installed Ubuntu 9.04 as my main operating system on my laptop.
it is a Dell D-600 with ATI Mobility Radeon 9000 chipset.
I have read some of the other solutions but none appear to be all that good.
if I add options to etc/X11/xorg.conf euse it for xactly where in the file do I add them and How?
This is an old video chipset but I think it should still work excellent. I do not need 3D
I just use it for video / flash / music / internrt / and word processing
please help a newbie get this working properly
