I don't have any answers, but your cpu (q9300) is almost equivalent to mine (q9400) so I'll tell you what I'd do in your position.

I would download a Ubuntu ISO if you don't already have it, write to media (thumb-drive) and test your system using that. I would try using the 'live' media as your system for awhile. I would suspend it a couple of times, and leave it suspended overnight or however you normally suspend your box and see it if resumes.

I might also use a Ubuntu 18.04 LTS ISO (so you're using the 4.15 instead of HWE kernel) though as the nvidia card won't likely be used in 'live' sessions it won't be identical to your installed system and may work, but issue may survive if re-installed. I suspect the different kernel won't make a difference.

I have no issues suspending my old dell d755/d80/d960 boxes though they don't have nvidia cards in them. You've acknowledged hardware issues relating to power, so it maybe your PSU is struggling. If you're capable of it, I'd probably cap-check (look your motherboard over looking for swollen capacitors or other trouble signs), check the power supply voltages for constant power (if you have multiple hard drives in your system, removing one so there is less power draw on your PSU may also fix your issue).

On a ~decade old box, the PSU won't be capable of providing the power originally did (thus why removing hardware you can live without, eg. extra HDDs will help, esp. given you have a gpu).

You could use debsums to validate your install, but I'd expect any differences to be changes you made, though they could be the result of prior problems with hardware/psu - so I don't know if a re-install would help.

 If you do re-install, backup, and I would use 'something-else' and ensure you don't format. A re-install using this will take note of your added packages, wipe system directories, install, then add-back your additional software (if available in repos) without touching user data - as long as you don't format - but backup anyway.
