wine stuck on version 1.5.28 on Xubuntu 13.04

I have updated through system update, I have completely removed and reinstalled from ppa and it consistantly says it's installing the latest version but it's always 1.5.28 I'm trying to get the latest and greatest, and it should install the version it says it's installing but it still installs 1.5.28 even though it says it's installing 1.6 or now 1.7

What is the output of:

lsb_release -a; uname -a; apt-cache policy wine

Why do you need version 1.7? What application are you planning to run?

Assuming you're using wine team ppa, give output of:
sudo apt-get install wine1.7

Another thought: Even if you completely purge the package, there may be stale user configuration left behind in ~/.wine that needs to be removed so it can be regenerated.

running lord of the rings online and dungeons and dragons online, under 1.5.28 it crashes a lot and there's no communication between the program and it's folder in my documents even though the path is correct in wineconfig

Ok. Run:

sudo apt-get install wine

You will get 1.7

I assume you checked the Wine AppDb for compatibility.

I did that and it said it was installing 1.7 but in the winconfig it says it's 1.5.28 and there hasn't been a lotro entry in appdb for a few updates now
