Unable to Install Ubuntu 20.04 or 22.04 due to APT 403 error

I'm trying to set-up a fresh install Ubuntu server. However, I am unable to proceed due to the APT source giving me a 403 Forbidden error.

Tried the ff troubleshooting steps:
* Tried several internet service providers available on the site, same result.
* Made sure no firewall policy blocking or filtering data.
* tried using the main APT resource archive.ubuntu.com/ubuntu
* tried other country APR resource
* tried mirror.rise.ph/ubuntu

However, I tried performing "apt update" on existing Ubuntu servers like 20.04. All works fine. I also tried setting up a new server from remote branch and it works from there.

Before today, September 28, 2023, I had no problems setting up Ubuntu.

Can you paste the error please. Do you use a proxy for Web access?

I'm installing this under VMware Infrastructure. Below is the screenshot during my installation.

No, I do not use proxy for web access. This is direct internet access. I use 1.1.1.1 for DNS.

After careful review of firewall policies, there was a sub-set of web filtering policies applied that was blocking the access to the repositories.
