Restricted formats. Legal issues

I've read on ubuntu website about restricted formats and plugins for them. There is the following notice:

I wonder if there is any list of countries where these plugins are legal or illegal. I know that they are illegal in the USA but legal in France. Are they legal in Russia or Ukraine?

tbh i dont think anyone really cares, Canonical re just covering their ass as there are laws about stuff (as you have seen) so it's not included in the default install.

I am not aware of a country list though

I agree with actionparsnip. Furthermore, there are too many things to consider to accurately keep such a list. Lots of different codecs, different countries and a lot of patent and copyright claims, sometimes even on parts of a codec. In reality, these patent issues mostly concern commercial entities who have encoding / decoding as a core feature of their products. Apple, for example, pays Fraunhofer for its mp3 implementation so iPods can play mp3's.
