Great amount of russian users... I'm from Russian Federation, so believe me.
If you don't want to believe, so you can visit some ISP's sites and
find network configuration manuals.
Most of them give you a choise:
1) Use authorisation utility (it means "USE WINDOWS!!!")
2) Use VPN (unfortunately it means the same for many new Ubuntu users)

P.S. not everyone can buy or use routers. I can say more... not every
one know about them.
So it's very very very actual problem.
