no add/remove programs when Applications is pressed in ubuntu 9.10

Do I have a bad install?
I am trying to fix a NO SOUND what so ever, except for alerts, problem.
I have also been having a problem installing the drivers that came with the motherboard and the sound card.
How can I get the performance I expect from these hardware components if Ubuntu thinks it has all of the drivers that I need, and it does not?
I need to install the drivers that are supposed to support my hardware, and I feel this is necessary too make my components work properly. Your installer just rejects any cd that has any drivers on it for my system.
I need a command line to do this I guess, but I do not know how to create one yet.
New build..M3A78EM ASUS mobo, amd athlon X2 3.0Ghz, Sound Blaster Audigy, all 64 bit, Maxtor 1Tb sata Hdd & Plextor sata dvd/blueray. Faster than all get out, but no sound what so ever?
