Sound applet input tab does not switch to webcam

Even though the webcam is selected the "settings" still affect only the MOBO input. No error was reported when selecting the webcam.
Webcam was plugged in after login, if webcam is left plugged in during startup no input or output devices are found.
Restarting pulseaudio (pulseaudio -k) fixes issue.
