How to install webtrack offline on command lines.

After downloading and installing via terminal (sudo apt install /home/linux-mint64/Downloads /webhttrack_3.49.2-1build1_amd64.deb.
I have problems launching the installation offline.
I can only run it via https://

Yes i Have two Machines, one Linux Mint and other is Kali Linux
