If you report a bug and security fixes are significant then the package will be updated sooner rather than later.

LTS releases concentrate on stability rather than getting the latest packages in.

There may be a PPA but it will come with the usual caveats of PPAs

https://launchpad.net/ubuntu/+ppas?name_filter=lxd

Remember to filter the PPA using the drop down to make sure it has the package for your release

There is version 2.13-0ubuntu3~ubuntu16.04.1 in xenial-backports. What else do you need?

There are significant changes in networking in version 2.3 of LXD. That is exact what I'm interested in.

The Xenial Xerus (supported)
  2.0.0-0ubuntu4 release (main) 2016-04-15
  2.0.2-0ubuntu1~16.04.1 security (main) 2016-05-31
  2.0.9-0ubuntu1~16.04.2 updates (main) 2017-03-01
  2.13-0ubuntu3~ubuntu16.04.1 backports (main) 2017-05-11

Have you tried installing the version from xenial-backports? It is 2.13, which I assume is the newest one.
