Ubuntu 20.04.3 LTS shutdown doesn't work

After clicking the power off option, the PC would power off for a while, and then restart automatically.
I have to hold on the power button to shut down the PC.
Any suggestion to solve the problem?

Do you see the same behaviour when you open a terminal windows and issue the command

sudo poweroff

Using sudo shutdown in the terminal has the same shutdown problem.
The PC is HP ZBook 15.
The kernel is 5.13.0-28-generic.

After updating the BIOS, the problem persists.
However, there is a bit improvement after updating BIOS. If the USB is plugged in, the PC could be powered off properly.
