Wally KDE4 Wallpaper Changer not showing on panel?

Hi I have just installed from the Ubuntu Software Centre the Wally KDE4 Wallpaper Changer and it seems to be installed fine I have restarted and reinstalled it but it is not showing on my panel or in Applications, Places or System? what have I done wrong or missed, when I installed it, it never asked me to accept a disclaimer? I have looked around on this and other forums and I don't know where to start I did try this also:

KUbuntu Lucid & Wally
If you're upgrading to 10.04 Lucid, KDE4 will crash at boot. To recover your system, just do the following steps:

- Press Alt-F2, type "konsole"
- At prompt, type "sudo rm /usr/lib/kde4/plasma_wallpaper_wallyplugin.so"
- Restart your system.
- KDE4 should start normally. Please remove Wally.

I'm preparing Wally packages for Lucid, they should be available ASAP.
