'No Carrier' using KPPP

I am trying to configure a Sprint Novatel U727. I believe I have succeeded in doing the Linux download pdf page instructions. Does the message when trying to connect using KPPP 'no carrier' mean no signal?

I fixed problem byy having the U727 programed to be used on a Windows machine. Yeah let us have the programming!
