     I'm assuming you're asking about the format on the menubar (gnome-panel).... in which case the options are adjustable by right-clicking the time/date display....
     It's possible to display times and dates in command windows (and programs) in other ways, so if my assumption is wrong, let us know.

     Did you ever get this resolved? I see answers posted at
http://ubuntuforums.org/showthread.php?t=113018&highlight=gnome+date+format that work for gnome-panel clock, but they edit configuration using C library. Did you find what you needed for your desires?
