apt-get missing depencies do to priority level

i am using proxmox 6.2-1 and the most current version of ubuntu template witch is 20.04. i have gone through there support pages to have them update there template to add support for apt-get witch is errors out the following message

E: gnupg, gnupg2 and gnupg1 do not seem to be installed, but one of them is required for this operation

they have stated that they only include important packages or required packages i am asking that the above packages be elevated to important instead of extra as they are required for apt-key to operation and apt / apt-key is considered an important install

could you kindly elevate the package priority level. extra steps that should already be done. i think it was just over looked

I suggest you report a bug to get the deps sorted, as you have identified the issue :)
