cannot find main menu system→Preferences

How do I find menu SYSTEMS>preferences?
I go to APPLICATIONS and there is no SYSTEMS.
There is however System Monitor and System Testing but no SYSTEMS...
I have 10.10 on a Acer netbook

Right click on the upper task bar. Left click Add to Panel. Left click Main Menu.
