Items missing from gnome-control-center in Lubuntu 12.10?

I am trying to install Empathy on Lubuntu 12.10, but in order to setup an account, I need to enter information to an item in my System Settings that isn't there... gnome-control-center only has 3 configurable items listed: Printers, Language Support, and Software Sources. In previous versions, I remember a lot more items being listed in the System Settings window. Is this a bug? Why doesn't Lubuntu 12.10 have more items?

I suggest you report a bug. If you run:

sudo adduser newname

You can setup the new user there.

I don't see how setting up a new system user will help me use Empathy... Lubuntu 12.10 already has a dialog for creating new users in the System Tools menu. I will take your advice and post a bug... under what package should I post the bug?
