Upgrading to Ubuntu 10.4 Beta 2 from 9.10 left Applications -> Add/Remove... menu selection, but it gets an error

After I upgraded a Dell Inspiron 1545n laptop to Ubuntu 10.4, Lucid Lynx, Beta 2 from 9.10, Add/Remove... is still a menu selection under Applications, but clicking it opens an Error window "Could not launch 'Add/Remove... Failed to execute child process "usr/bin/gnome-app-install" (No such file or directory)."
Is this because Ubuntu Software Center replaced Add/Remove... for Ubuntu 10.4?
If so, should Add/Remove... be removed from the Applications menu for Ubuntu 10.4?

sudo apt-get -f install
sudo apt-get --fix-missing

I think sudo apt-get -f install did not help.
I do not know what options to use with the second sudo apt-get.
Following is my Terminal session.

alan@dell-inspiron-1545:~$ sudo apt-get -f install
Reading package lists... Done
Building dependency tree
Reading state information... Done
The following packages were automatically installed and are no longer required:
  firefox-3.5-branding ttf-lyx
Use 'apt-get autoremove' to remove them.
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.
alan@dell-inspiron-1545:~$ apt-get autoremove
E: Could not open lock file /var/lib/dpkg/lock - open (13: Permission denied)
E: Unable to lock the administration directory (/var/lib/dpkg/), are you root?
alan@dell-inspiron-1545:~$

I do not need to use Applications -> Add/Remove... if Ubuntu Software Center has the same, or better, functionality.
