what file loads gimp

What file runs gimp. I extracted the files which one launches the program.

High Jim, you have to install gimp package and dependencies. To do this you can use Synaptic Package Manager (from menu System > Administration) or use the terminal command:
sudo apt-get install gimp

The 'command' to run gimp from terminal is just: gimp
but after installation you can use menu Applications > Graphics > GIMP Image Editor

If you need more info for the gimp package for Lucid (Ubuntu 10.04) check:
http://packages.ubuntu.com/lucid/graphics/gimp

Gimp is in the repos and after installation in applications -> graphics

By default the main GIMP executable will be installed in /usr/bin folder:
/usr/bin/gimp
/usr/bin/gimp-2.6
