When will 66.0.04 be available on ubuntu?

It is currently being built for https://launchpad.net/~ubuntu-mozilla-security/+archive/ubuntu/ppa/+packages and I assume after a very short period of testing will be published in the official repositories (probably updates and security).

Firefox 66.0.5 has been released but official Ubuntu repos still offer 66.0.3 with broken extension signature checking.

It's now a month on from the previous request and the version is still 66.0.03 with the known problem about add-ons.
Is there a reason why an update is being held back?

All supported releases of Ubuntu (see https://wiki.ubuntu.com/Releases ) now have Firefox version 67.0.1

The only exception is Ubuntu 14.04 Trusty Tahr.
This release is now in "ESM" status (see https://www.ubuntu.com/esm ) and will receive updates only for critical vulnerabilities in the most commonly used server packages. Firefox is not a server package, so there will be no update on that package for Ubuntu 14.04 any more.
And support for Ubuntu 12.04 Precise Pangolin, although still listed on https://launchpad.net/ubuntu/+source/firefox has already ended.

Hello Manfred, I'm still on 14.04 - haven't had the time to upgrade
(though have been wanting to), and probably won't be able to in the next
few weeks.

Whilst I understand that support for this release is now limited, it
does seem to me rather like sticking to the letter of the rules to leave
the remaining users of this release with a pretty flawed version of this
program, even if it is a client program.

I agree that it is bad luck that the last available version of Firefox on Ubuntu 14.04 is a broken one (caused by cutoff-dates).

The best solution for you probably is an upgrade to a supported Ubuntu release.

Other workarounds to provide a working version of Firefox on your system could be downloading and installing the version that is provided on the mozilla.org web pages.
Eventually manually downloading and installing Firefox 67.0.1 for Ubuntu 16.04 also works on your system (not tested by me, you do this within your own responsibility).
Another potential option is switching to firefox-esr, e.g. from https://launchpad.net/~mozillateam/+archive/ubuntu/ppa
