Using System->Administration->Software sources [Ubuntu software tab] please enable (Check the checkbox) all the showed repositories rows.

Then open a Terminal from the menu Applications->Accessories->Terminal and type:

sudo aptitude update
sudo aptitude upgrade
sudo aptitude install lame

give your user password when requested, you don't see nothing when you type it, then press enter.

You can also install , type:

sudo aptitude install lame-extras glame

Hi, Vinay
There are easier and *safer* ways to install Lame
try opening a terminal and typing (or pasting)

sudo aptitude install lame

You will probably need third party/non-free repositories enabled.
