why's no actual Version of Evolution in the offical repository?

In 3 days from now, Ubuntu 13.10 will be released. The Ubuntu 13.10 repositories contain evolution version 3.8.4-0ubuntu1

apt-cache policy evolution

Will show you evolution in the repos. It is an actual version.

I'm asking about 12.04 LTS. The Version is having a few minor problems.

You have to understand the Ubuntu release philosphy. Ubuntu is no rolling release.
Every six months there is a new Ubuntu release published. The packages that are contained in that release are provided in the version that is the stable version at the moment of import freeze (abouit two months before the release date). A version upgrade of packages is done only in specific cases: For a selected list of core packages (kernel, firefox, timezone info ...), and in case there are severe weaknesses in a package.

If you want to have evolution in a higher version you have several possibilities:
- Install a later Ubuntu release that contains a higher version of evolution
- Download the source and compile it yourself
- look for a PPA; maybe someone has already built a higher version for an older release
- ask for a backport https://wiki.ubuntu.com/UbuntuBackports

You have to be aware of the cross-dependencies between different packages!

Don't confuse 'actual' with 'latest'

Yes it is not the latest but it is in the repos. Evolution 3.8 wil not be in Precise as you will need to install the later GTK to get it. You will need to upgrade to Quantal (12.10) then you Raring (13.04) then to Saucy (13.10) to get that version.

I will not use the nonLTS-Versions...

The Problem is that there are a lot of not very small bugs - especially it's not possible to use an googleadressbook and so on. How can I be shure that there will be no Problems with a PPA?

Ubuntu 14.04 LTS (due in April next year) will most probably provide evolution 3.8.4 or higher.

hmmm... Ubuntu 12.04 LTS will be support till 26. April 2017. Maybe there would be someone update the packages.
