It's not very clear who is "it", but I guess you had this warning when performing an upgrde or installing a new package, probably involving something not really "ubuntu official".

To perform the action, you need to open a terminal (Applications -> Accessories -> Terminal) and to type:

sudo dpkg --configure -a

Don't forget the spaces!

Then you'll be asked for your password, type it (you won't see anything when you type, but don't worry).

Note that I don't really believe that this will solve your problem, but who knows?
