debconf package

Ok in debconf they ask for a numeric code and I don't want to mess up nothing so what is the numeric code for the United States?

I recently upgraded my ubuntu and everything works great but this Debconf on ubuntu popped up and asked for a numeric code and i don't know if i should put my phone number in or what because I don't want to mess it up because I know ubuntu is very fragile!

Ubuntu is not fragile at all. It's as stable as any other OS around. I'd go with 0 as the number.

Mind you I haven't used debconf but there appears to be a fair bit of documentation around.
