The launchpad dissapears when I hover the mouse over any icon

I received an error message "Ubuntu has an internal error - turn off computer and restart" I did this but now whenever I try to select an application, as soon as I hover the mouse over the icon in the launch bar the screen goes blank and seems to reset.
After many unsuccessful reboots and tries I found i can sometimes start an application if I hold the right mouse button, put the mouse over the icon and quickly release the right button and press the left button (otherwise I cant get on line or send/receive emails) I have also tried to "shutdown" the computer but it just resets and starts again, so the only way is to turn off the power.
I am able to start items on the desktop as normal.

I AM AT A LOSS _ PLEASE HELP!!!!

What is the output:

lsb_release -a; uname -a

You can launch a terminal with CTRL + Alt + T

Sorry I'm not a programmer - I do not understand - "output of what?"

Now click with the mouse in the terminal window and type the command text

lsb_release -a; uname -a

and press the enter key.
What happens? What output is there?

Remark: I assume that you are hit by bug #1735594
The developers are already working on a solution.

No command 'text' found......

is there any way of copying what is in this window - there is more stuff but I don't think it relevant???

I now have a clumsy get around - right click and hold the mouse near the icon you want to open, move the mouse over the icon and while still holding the right button down, double click on the left button - seems to work most times.

I intended to instruct you not to type "text", but the text of the command which is

lsb_release -a; uname -a

There are entries "edit - select all" and "edit - copy" in the terminal window's menu, allowing you to copy the contents of a terminal window for pasting elsewhere, e.g. into this question document.

Thanks for your patience, it's been over 30 years since I used command line programming.

I typed as requested and got ---

Well done.

Now back to your problem:
Updated packages have been published a few hours ago. If you now start update-manager and install the available updates, you should get mesa version 17.2.4-0ubuntu1~16.04.4 which is supposed to solve the crash when hovering over the launch icons, and also shutdown should work again.
