can not download apt >=1.0.102ubuntu2
I can not download apt >=1.0.10.2ubuntu2, message say the required dependency' apt is not installed. I need this apt to upgrade from 15.10 to 16.04. I need to know how can I get my system to download this apt.

Ubuntu 15.10 is not supported any more, and for upgrading to 16.04 you might have to follow https:/

Manfred Hampl everytime I try get apt>=1.
The required dependency 'apt (>= 1.0.10.2ubuntu2)' is not installed.
When I initially try to upgrade with live cd I receive a message informing me the required dependency' apt is not installed. I need this apt to upgrade from 15.10 to 16.04. As of this date I still have been unable to install this apt.

Manfred Hampl I tried entering these commands in the terminal mode and all I got back were command not found.
Can you tell me how to correctly enter these commands: Do I just enter as written above, or do I need to enter sudo get-apt first.
For diagnostic purposes do I need to go somewhere else, other than the terminal mode to accomplish the following commands.
uname -a
lsb_release -crid
sudo dpkg --audit
apt-cache policy apt
Thanks for any help you can provide, also i am knew to computers and ubuntu. I am not technical sound at present but I am willing to learn as I attempt to solve problems. .

You should be able to open a terminal window by simultaneously pressing ctrl-alt-t.
Does this work?
Now switch (alt-tab) to the web browser with this message open.
Mark the first line of the commands ("uname -a") with pressed mouse button such that it is shown in reverse color.
Press the right mouse button and click on "copy" in the pop-up that is shown.
Switch to the terminal window.
Press the right mouse button and click on "paste".
Hit the "Enter" key to execute the command (if necessary).
Now switch back to the web browser, select the second command and proceed the same way, and so forth.
Finally in the terminal window use the terminal window's menu entries "edit - select all" and "edit - copy" and paste everything as new comment in this question document.
In case that something does not work, please describe what there is happening instead.

Manfred Hampl..... I put in all commands as directed and this was the result. I don't know if the last command was inputted correctly. I will close everything down and try to upgrade and will get back with you later with my results.

It confirms, that you are running the no-more-supported release Ubuntu 15.10.
I suggest that you open a terminal window as done before and issue the command
sudo do-release-upgrade
Please copy/paste all output into this question document (similar to what you did before), that we can check the results.
In case that this fails, we will give other commands to execute, based on the output that you get.

You can boot to the Xenial install media and the upgrade will be offered.
Alternatively you can wipe the install off and do a clean install of Xenial. You can then restore your user data from your backups.

I have some faint memory that the release upgrade from 15.10 to 16.04 required that apt is upgraded to a higher version before.
It seems that you have not yet installed that update, and due to the fact that Ubuntu 15.10 (wily) is not supported any more, an automatic installation of the updated apt version is not possible any more. We have to use some workarounds.
What is the output of the command (to be executed in a terminal window as before):
dpkg -l | grep 1.0.10.2ubuntu1
