Reporting Bugs against canonical partner packages

Anyone know how we are supposed to report a bug against software that is provided by canonical partner repo?
In this case skype which installs but fails on amd64 because of missing libs.

skype: error while loading shared libraries: libXss.so.1: cannot open shared object file: No such file or directory
The problem is that skype wants IA32 libs and not amd64 because it is 32-bit and that's a fail IMHO

However ubuntu-bug skype doesn't accept the bug and the wiki wasn't helpful either on how one is supposed to report bugs against those packages.

Uninstall skype and install it from the skype site, they ship a 64bit package.
