why don't I have read access to Bug #129146 ?

HI,

I am part of Ubuntu BugSquad team and wanted to help solving bug https://bugs.launchpad.net/bugs/131319 which has been marked as a duplicate of #129146 but I don't have access to this bug.

Can some one help me ?

Bug 129146 was marked as private. I looked at it, and could not see anything in there that would justify keeping it private, so I unmarked it, You should now have access to it.

As far as I can remember, you have to be a member of the Ubuntu Bug Control team to access private bugs.
