Will Apache 2.4 packages be available for Precise?

I suggest you report a bug. If the bug and security fixes are significant it will be updated. The LTS release focuses on being rock solid rather than pushing for the latest packages. If the gains are only slight then time will be directed to more deserving packages.

I thought so but wanted to ask first as it may be on the way in a
standard way ie. when Debian publishes their 2.4 (I saw it is already in
Sid).

Changes in 2.4 are quite significant compared to 2.2. I think it's more
like a new product that upgrade to 2.2. I guess it would be better then
to provide a separate package than upgrade from 2.2.

You have to understand the release strategy of Ubuntu.
Usually upgrades like apache 2.2 -> 2.4 that are copied from Debian, are introduced into Ubuntu only into the development release (currently 13.10 saucy). Only if they have been proven to work well and bring in significant improvements, they might be backported to older releases.

Looking at https://merges.ubuntu.com/a/apache2/ I see that Ubuntu already knows about the 2.4.4-6 release in Debian, so it might be made available in Ubuntu 13.10. I am, however, not sure if apache 2.4 will ever be backported to precise.
