Interesting, I think I have seen this before. I think you have the wrong flash package installed. It should be flashplugin-nonfree. Can you share the output of the following command:

$ dpkg -l | grep flash

Ok, so run these commands and I think you should be good to go:

$ sudo apt-get remove flashplugin-installer flashplugin-nonfree-extrasound
$ sudo apt-get install flashplugin-nonfree

Then reboot. Let me know how this works out for you.

Make sure you can actually hear sound in other applications. Go to /usr/share/example-content/Ubuntu_Free_Culture_Showcase and try to play the audio or video file do you get sound?

If so, go to Youtube, play a video then go to the "Applications" Tab in "Sound Preferences" and make sure the volume for that stream is raised and is not muted.

I cannot hear sound in other application i.e Go to /usr/share/example-content/Ubuntu_Free_Culture_Showcase, play a audio/video file.

Even when go to Youtube, play a video then go to the "Applications" Tab in "Sound Preferences" , there
volume for that stream is raised and is not muted but no No application is currently playing or recording audio in the "Applications" Tab in "Sound Preferences" ,

Please advise

Ah, in that case it can be two things.

1) System sound (unlikely if you can hear sound at login and using the Guest session feature)
2) User settings (very likely, common after distribution upgrades)

I suggest reseting the audio for your user by running the following command, then rebooting:
$ rm -r ~/.pulse* ~/.asound*

If that does not work try adding the following to your ~/.asoundrc file and rebooting:
pcm.!dmix {
type pulse
}

If even that fails, then it may be a system audio issue, or unsupported hardware. In this case i would ask you to answer two things:
1) Does sound work in a guest session?
2) Did you ever have this computer hardware working with audio in Ubuntu?

If it was resolved by the fix in http://www.ubuntumini.com/2009/11/fix-audio-on-dell-vostro-a90.html thet means a hardware quirk was applied in alsa-base for your particular audio hardware.

Hardware: Dell Vostro A90
Quirk: options snd-hda-intel model=dell

Please mark this question as resolved.
