Almost new Acer Aspire 1 (AOA150) battery will only charge halfway after software update

I have an Acer Aspire 1 (AOA150) netbook that won't charge all the way while Ubuntu 13.04 is running. The battery will charge all the way when Ubuntu is not running (the charge status light goes from red to green). Everything was running great until about two software updates ago, then I noticed the problem.

acpi -v tells me that I'm running acpi version 1.6.

If the system uses a BIOS then make sure it is up to date
