How do I report a bug in oibaf-ubuntu-graphics-drivers

If I install oibaf-ubuntu-graphics-drivers, I can not see enough of the screen to report a bug.
If I remove oibaf-ubuntu-graphics-drivers, then X works.

Since I can not report a bug with oibaf-ubuntu-graphics-drivers installed, apport-bug will not allow me to report a bug with
oibaf-ubuntu-graphics-drivers not installed

Catch 22????

The Ubuntu bug tracker does not accept reports for software outside the Ubuntu repositories (e.g. PPAs), because there is no involvement of Ubuntu in such software.

If you look at the web page for a PPA you will see a note
"For questions and bugs with software in this PPA please contact (name of the provider)."
