Bug report present on KDE Bugtracker - necessary to also report to Launchpad?

I have a problem with scrolling in Discover on Artful. This bug has been reported on the KDE Bugtracker ( https://bugs.kde.org/show_bug.cgi?id=381182 ). However, that bug is assigned to KDE 5.10.95, and even though I commented that the bug also exists in 5.10.5, because the newer 5.11 is soon to be released this bug will likely remain unfixed for 5.10. Since Kubuntu Artful uses 5.10, I would like the issue to be fixed. So if I report the bug in Launchpad, will it be assigned to Kubuntu or upstream KDE?
