Since upgrade to Gnome Ubuntu 16.10, my mouse is slow and cursor small on gnome shell menus -> how can I submit a bug report ?

I upgraded yesterday to Gnome Ubuntu 16.10.
Since then, my mouse is 2x slower and my cursor is 2x smaller...:
- during Gnome startup (about 1 or 2 seconds on my system)
- on Gnome Shell menus

The cursor gets back to normal after I open a GTK application (such as Nautilus, but not Google Chrome). But the mouse is still slow anyway.
I have an Asus UX305 with an HiDPI screen (3200x1800).

I know here is a place to ask questions and not submit bug reports... so my question is : how/where can I submit such a bug report on Launchpad ? I couldn't find...

Sure, I can increase the mouse speed, as a work-around. But the mouse will stay slow on the login screen.
This is not a big deal, but it's annoying (and this is a regression)...

Yes, but how can I report a bug... ? Could you please provide me the link ?
I couldn't find on launchpad a place to submit a new issue

If you run:

ubuntu-bug xorg

It will start the process
