Why can't a file a bug? I am redirected to the wiki where it says I must go through the application's bug report menu

I want to file a bug that is not related to a particular package. (e.g. https://bugs.launchpad.net/ubuntu/+bug/1)

The "Report a Bug" menu on launchpad (https://bugs.launchpad.net/ubuntu/+filebug) redirects to https://help.ubuntu.com/community/ReportingBugs, which is full of RTFM material. It's a bit itimidating for non-technical people like myself. I want to contribute to the project, but it's not easy enough.

How can I report a bug that pertains to the project as a whole rather than a piece of software on my computer?

The bug report has been changed, since the ubuntu-bug package included to standard Ubuntu installations.

You can report a bug only if you have the package installed and use the ubuntu-bug tool. Because of usefull info that tool collects (you cannot collect so much info, except if you are a power user bug reporter).

Now, if you want to open a bug report old way , you can use this page
http://bugs.launchpad.net/ubuntu/+source/PACKAGENAME/+filebug?no-redirect

Where PACKAGENAME is the name of source package against you want to open the report. This is useful only if you cannot file a bug online, or if you file a bug about a site-page of Ubuntu.
