how do I uninstall ubuntu 8.04 then install 10.04

I have problems running Skype on 8.04, missing apps :- libgcc1, libgt4-dbus, libqt4-network, libqtcore4, libqtgui4, libstdc++6
have tried to reinstall them but 8.04 will not.
now I want to uninstall 8.04 & start from fresh installation of 10.04

Since you have a fresh install of 10.04, you're probably using the ext4 file system. I doubt seriously that 8.04 will work on that.
Basically you have to reformat the disk to ext3 which isn't possible from 10.04.

If the computer were mine, I'd just buy a new hard drive, I'd put it in a USB external drive container and format it to ext3 using gparted from the 10.04 computer. (use from terminal: sudo apt-get install gparted if you don't have that on your 10.04 computer)

Once formatted to ext3, shut down the 10.04 computer and replace the drive with the ext3 one you just made.

Restart the computer with 8.04's install disk in the CD-ROM tray and reinstall 8.04. Make sure you get all the updates after finishing that--and there are lots. (from terminal: sudo update-manager -d to start the update manager)

By the way, I used to use 8.04 for a couple of years in my business lab and very much miss its stability. 10.04 is okay, but it shouldn't be an LTS with all the little bugs it seems to have. (perhaps 10.04 will settle down with update improvements in a few months)
