Lucid Lynx: missing changelogs on http://changelogs.ubuntu.com

I test development branch of Ubuntu - now Lucid. I use aptitude to see changes in the updating package(s) before I apply them.

My question is how to report this like a bug.

Has nothing to do with 'your' server, they're just not there (yet).
Maybe because packages change daily, hourly, minutely.
e.g.

Thank you for you repley. I understand that changelog can be missing for one day or two for some package. In the list are packages which were published more than two days ago. I can use you launchpad or download the package(s) directly to see the changelog(s).

e.g.:

samba 2:3.4.3-2ubuntu1 was published on 2010-01-02
https://launchpad.net/ubuntu/+source/samba/2:3.4.3-2ubuntu1

plasma-widget-networkmanagement 0.9~svn1065133-0ubuntu2 was published on 2009-12-23

Sam thank you for your links (I'm interested in them), but this isn't the answer why changelogs are missing on the main Ubuntu's changelog server.

I installed packages (updates) listed above by looking for changle logs on launchpad.net. Now are available new updates and again the changelogs are missing on changelogs.ubuntu.com.
