Why package "X" from Ubuntu is not available for translations in Launchpad?

Right now, Ubuntu is using Launchpad Translations only for packages from "main" repository.
For applications from "universe" / "multiverse" or other repositories we suggest you to join the upstream translation team dedicated to that application and do the translation work there.
If the application is from Ubuntu "main" repository, but still you can not translate it in Launchpad , then you have just discovered an error and we will be grateful if you could let us know about this.
