Why is "This is a live CD-ROM ..." not translated?

The 7.10 live CD installer german F1 help contains:
"This is a live CD-ROM for Ubuntu
7.10. It was built on 20071016."

The string has been translated before any freeze, afaics:
https://translations.launchpad.net/ubuntu/gutsy/+source/debian-installer/+pots/help/de/4/+translate

What might be going on?

Debian Installer has specific procedures for inclusion of translations, as far as I know: it's not using language packs, so it means developers/packagers have to manually include translations (i.e. export them from Launchpad, and then integrate them themselves).

Please talk to d-i packagers about the issue.
