Add new language Sicilian (ISO 639-2 scn)

Hello,
please add the Sicilian language (ISO 639-2 code scn) to Launchpad.

Sicilian is spoken by most inhabitants of Sicily and by emigrant populations around the world, found in the countries that attracted large numbers of Sicilian immigrants during the course of the past century, especially the United States, Canada, Australia, Venezuela, Argentina and Germany.

The plural forms is "n != 1".
