A deactivateed user is not deactivated

I can see that https://edge.launchpad.net/~opensoftwarefoundation-deactivatedaccount
claims to be deactivated, but is clealry not. when I visit his profile. He owns three projects too. Does he and his projects really need to be deactivated, or do we need to fix the user's name?

looks open and semi-legit to me.
It's possible they're tried a self deactivation, and the renaming is how they've achieved same?

suggest contact this user and see what they want.

Not http://en.wikipedia.org/wiki/Open_Software_Foundation, which their name implies.
