Please make pc-enablement project as project group

Hi,

We like to make pc-enablement as a projec group, which will be the partent project of the several open projects (eg https://launchpad.net/plainbox-provider-pc-sanity)

A one sentence summary of the project - this is the project to host the tools and tests program implemented by OEM device managmenet team, lincense under open source licese.
A paragraph description of the project - Device enablement team is building serveral tools, including Jenkins automation, kernel drivers, checkbox test scripts for enable OEM PC projects.
