Is it ok to use Lanchpad as a platform to sell access to private repos?

I am not 100% clear (and not interested) about the details of this case, but it looks like the maintainer of that account now offers access to private ppas only to people / companies / organizations that will pay him some $CURRENCY.

I do not want to discuss the moral implications here - greed of the big fishes forces small fishes to be greedy, too - I am just curious if it is a legitimate use case of Launchpad to sell access to private repos with open source software?

Is it ok / allowed / legal to use this platform for this kind of commercial activity?
