Please take action against user failtoban

This user is adding new bug tasks, tags, changing status, etc of very old bugs without commenting. It seems likely that this may be the same person as https://answers.edge.launchpad.net/launchpad-registry/+question/100682 from a couple of weeks ago. He has another nospammail.net email account.

I think the initial request to stop was effective. I do not see any more problems with this user. Am I mistaken?
