Please upgrade lp:groff to 2a format

I'd like to create a daily build recipe for lp:groff, and it would be easier if that branch were in 2a format to match my existing Debian packaging branch. Could you please upgrade it? Thanks.

Notes for self/losas:
000091df, is a CVS branch. need to discover how we do those. Might be as simple as a bzr up on esco, or not.

As far as the branch storage they're all just bzr branches. It
shouldn't make any difference how it gets imported.
