Is it possible to test fuel in openstack .

Is it possible to test fuel in openstack with neutron. Is it possible boot fuel slave by PXE with openstack nova VM.

do you mean if you can setup a virtual OpenStack cluster with Fuel on the top of another OpenStack cluster?

I can suggest to follow instructions as https://kimizhang.wordpress.com/2013/08/26/create-pxe-boot-image-for-openstack/ and disable DHCP on the Neutron segment where you want to boot the Nova VMs, and finally try.
